On January 23, 2026, the South Dakota Senate State Affairs Committee voted after hearing public testimony on Convention of States Action's Article V application for proposing fiscal restraints, jurisdictional constraints, and term limits on the federal government. Calling a convention may not be easy, but it is possible. And the grassroots won’t back down until it happens.The team faced multiple unusual obstacles, including a now-defunct state provision purporting to raise the threshold for passing Article V applications above the constitutional requirement, but never gave up.

On Thursday, their efforts finally paid off with an 80–42 vote in the Kansas House, making Kansas an official applicant for an Article V convention.

On November 13, 2025, the Massachusetts Joint Committee on Veterans and Federal Affairs heard from the public on Convention of States Action's Article V application as well as other legislation. Several volunteers with the COS Massachusetts team gave proponent testimony and answered questions from the committee. Opponent testimony was presented by several lobbyists, including Common Cause, the ACLU, the AFL-CIO, and Reproductive Equity Now. COSA President Mark Meckler also testified remotely. After the hearing, Andrew Lusch shared a recap and reaction before getting a live report from the Massachusetts capitol with Regional Director Haley Shaw.

Then, the hearing begins with an introduction from the sponsor, opponent testimony, and proponent testimony. COSA Senior Advisor Rick Santorum provided expert testimony. After comments from the legislators, the committee voted to advance the resolution to the House floor for a final vote.

On February 7, 2024, the Iowa House State Affairs Committee voted to advance the Convention of States Action resolution to the full Iowa House for debate. This Article V resolution has been adopted by 19 other states, allowing for amendment proposals on three topics: term limits, fiscal restraints, and limits on federal jurisdiction. If passed by the House, this Article V resolution would need to also be adopted by the Iowa Senate in order to achieve final passage.
