<p>Retired since 1997, he was founder and former CEO of a successful graphic arts company in the Philadelphia area for 30 years. Since retirement, he has earned credentials as a Certified Fund Specialist from the Institute of Business and Finance and as a Wealth Management Specialist from Kaplan College. He also holds commercial and flight instructor licenses and was commissioned a Kentucky Colonel by the Governor of his former home state of Kentucky. Mel was elected to the Daytona Beach Shores city council and was sworn in on November 15, 2016.</p>

                    <description><![CDATA[<p>David Blitzer is our guest in Episode 2 of <em>Bogleheads on Investing.  </em>Dr. Blitzer is the Managing Director and Chairman of the Index Committee at S&P Dow Jones Indices (S&P DJI) with overall responsibility for index security selection, as well as index analysis and management.</p>

<p>In this episode, Dr. Blitzer discusses how S&P and Dow Jones came together under one name to become S&P Dow Jones Indices. He talks about the way securities are selected for the Dow Jones Industrial Average and S&P 500, and how stocks are categorized based on Global Industry Classification Standard (GICS). Dr. Blitzer also explores how the indexing industry changed as index investing became popular. Last, he comments on the difficulties active managers have in outperforming S&P Dow Jones Indices.</p>
